Doug Ford is riding a growing populism wave to win Ontario PC leadership. However, the majority of the populism supporters in the province, unlike those in US and Europe, are from the working class in the multicultural communities.

Populism in Canada is more like a political orphan, and it differs from the movements that drove Trump’s presidency in the US and Brexit in Europe, says Frank Graves, a pollster and president of EKOS research. The supporters for the movement may not be white working class but those who are falling backward, who are from the marginalized racial communities. “But there is no difference in the appetite or support for populism amongst visible minorities and old stock Canadians,” he says.

The Ford brothers have appealed to many new Canadians who feel left behind by economic or social change, and who believe that corrupt "elites" across all mainstream political parties are indifferent to their struggles. They are dissatisfied over the way the government is run and deeply embrace Rob Ford’s “stop the gravy train” campaign pledge. Tapping into their economic anxiety and political resentments, Doug Ford’s campaign strategy proves to be successful.

Ford’s anti-elite announcement has won the heart of those who hailed from a country where they were utterly forgotten and ignored by the political power, and his attacks on excessive government spending have resonated strongly with the immigrant community. For those who have survived the economic hardship – both at home and in the adopted land – by relying on the value of frugality, Ford’s voice was just too close to home.

“There’s lots of money wasted, and Doug is going to stop the gravy train,” a Chinese Canadian from Markham – the area with the concentration of a large immigrant population, told the Maclean’s, repeating a favourite line among Ford supporters. “I think he’ll bring businesses back to Ontario. He’s a genuine guy. Doug’s always supporting the poor people in the province. He’s fighting for the little guy,” said another Chinese voter who joined the party only to get the chance to vote for Ford. “He is talking about saving taxpayers’ money – I am voting for him.”

“I will make Ontario prosperous again, and I will eliminate taxes for anyone making less than $30,000 dollar a year! I will make housing affordable and save the manufacturing sector! I will get rid of job killer Kathleen Wynne!” Ford announced at Etobicoke community hall in his final days of the race, as the crowd, half being visible minorities, leapt to its feet, whooping and whistling.

“There is definitely populism happening in Canada, which is a product of period of economic stagnation for many who feel very, very poor about their economic future,“ says Graves. “But there’s really nobody out there speaking the language and the style that a lot of these people (including many from the immigrant communities) want to hear, and that’s why Doug Ford becomes such an interesting character. Although he’s not a perfect fit, he is by far the closest thing to a populist leader.”
