Fraction between water and container is inner force, hence doesn't count.
The water move is not in unidirection, hence Coriolis force doesn't apply.
There could be 2 cause of change of weight:
1. the surface of the water is changing - which cause the water move up or down of its weight center.
2. when surface is steable, air moving above the water due to the fraction. According to Bernoulli's Equation, the air pressure is lower when moving (~V*V/2000). Assuming air flows at average of 20m/s on surface 1 sq. m will cause about 0.2N loss of presure on top.
