VERY GOOD QUESTION, Table! 纪念 should be more precise!celebrate....observe.....keep....or 纪念 -- this is more precise a translation of "celebrate" under a lot of circumstances including the case here.

my opinion is: there's no absolute freedom or the other way. for example, when people are in survival mode (e.g., war), one should not expect as much freedom as under normal/peaceful condtions.
