to be honest, there is no such a thing in canada, called 移民接待站,at most friends or maybe money-based individual service can give you a hnad---it is a society where everything need kao zi ji.
waterloo is conveniently located at the west of toronto, a 1hr and 35min drive, either ask a friend to help or take hui gou in downtown. (close to Bay street)
