估计是ISP不让个人用户RUN SERVERS. 但不知有无DX能让外面通过ROUTER访问LOCAL的一台WEB SERVER?

Cable上网是可以作为ftp,http sever的，只是只能作为私人用途，如果流量太大，ISP会根据协议停止通信服务。如果用router,只要将ip forward设置到对应的pc机地址就可以了。以netgear router为例：
Start Port End Port Server IP Address
80 80 192.168.0.2
按以上设置，router就可以将外界对80端口的访问forward到ip地址为192.168.0.2的pc上

I just forward port to my web server machine. but after updating router, Bell IP address was changed. So, you still can't access my web server from internet.(it means the old Bell IP address was forwarded to web server)
