The teacher of the career seminar taught us to send it as the content of email. But I doubt it.

as I know, they don't like emails with attachment. Because of security issue, such as Iloveyou virus...

Here's what I usually do. I fax my cover letter and resume to the contact person, and then send he/she a email, which is actually my cover letter with a few extra words at the end reminding he/she to pick up the fax.
