control panel --> regional --> advanced --> change Select the language that matches the language version of any of your programs that don't use Unicode encoding. change it to simplified chinese.

Thank you for helping.I did what yo said before, it still doesn't work, when I installed a Chinese version software, it shows misunderstanding code (like ???/??), I wonder if I need to download Chinese font like the old version Windows.
