I have a friend who did everything by himself. he designed and got approved by city hall. then bought everything himself, built the house himself. but it took him all the weekends for 6 years to finish.He told me he bought a 12w house (800square ft) in 1998. now his house has 2?00 square ft (forgot, about 2100) and worth about half a million now. and he spent about 10w on the house.
he is a IT guy.

OBC 2411A(2) only talks about the "building permit application form".2411A(1) referes to the Building Code Act, but neither the OBC nor the BCA requires the builder to have qualifications or licences. The Ontario New Home Warranties Plan Act does not apply because the owner is the builder and for his own use.

He showed me the designs and he told me that the designs needs approval from some licenced 'designers' first and then get approved by the city hall. as for building the house, he did himself (6 years ago).

now toronto city hall wont look any application submitted your non licensedcontractor. part of the reasons is the licensed contractor has mandatory liable insurance $2m. if something went wrong, the licensed gets sued.
