generally speaking: NO. But I konw a military company called "Zhan Qi",use the same frequency as TelUs. You may register your phone in their system.

but their covering area is toooo limited, and the quality also not good. It's not a good idea to use the phone from Canada in China.

You had not bring a cellular phone back. In china,it is quite cheaper.
Do not register the "zhan qi" network,You will be regrete later
