for norton, you need to disable it first. then, use the control panel to remove them. remove control centre first and reboot, another component second, living update finally.

谢谢大家。今天行了。我是电脑盲，好像是因为那个norton还在时时运作着，所以不能删掉。像楼下所说，先停了它。

1. login as local administrator(the user in administrator group). 2. do uninstall, 3. if system prompt any permision problem, go file explorer, locate the file, right click,change the permission to READ/WRTE/DELETE.
4. redo the uninstallation, if error go back to step 3
