because Bell has block call display function. I think it's free. You just dial something before dialing out the number, then the other side can't see it.

These numbers usually cannot be displayed: calls from calling card, PC and the 10-10 numbers; calls from China.

两种原因：1。主叫方申请了禁止主叫号码显示的服务。你如果能申请禁止禁止主叫号码显示的服务，一样能看见他的主叫号。但这种服务一般只对 911 之类的电话。
2。长途电话中主叫方的长途局在建立呼叫的信令中未送主叫号。因为主叫号的传送一般用于长途计费，主叫长途局将计费信息记录后，没有必要将主叫号继续传给被叫方长途局。为节省带宽，一般不传。
