I don't think so.Albert is a different province from ON and it won't give money to ON. Also, Canda will take more immigrants. 只有ALBERT 居民才能得益.

经济重心的转移是需要很长时间的, 另外西部的经济结构比东部单一. 因此并不那么简单.不过力量对比正在变化, 还会加深.
