这种情况，应该可以进行联合诉讼或集体诉讼。所有的受害者集中起来进行诉讼，金额会大多了。另外，也可以向广播或报纸机构反映，如果能炒成热点，也有希望。

I prefer use telephone card. It's cheap and there's good company in the market. If you're cheated, the cost is 10 or 20 dollars at most.

The way to deal with such kind of phone ccompany is to ask them send a bill rather than give them credit card number or permit them for auto-drawing from you accout, then to pay or not is up to you.
