revenue neutral是指新的税制下预计征收的总税额与旧的税制下的预计征收的总税额一样。而你的解释是："就是revenue neutral， 意思是把征收碳税的全部财政收入征之于民用之于民， 用于减所得税， 社会福利开支和环保， 不可以留有盈余。"revenue neutral和开支或者盈余没有关系，而是仅仅限于税收这一块。

玉山江案件，完全是中国国籍法的自暴死门，与加拿大（自由党）政府原本无关。中国的国籍法规定中国公民获得他国国籍的自动丧失中国国籍。这根本是把对中国公民的管辖权交给其他国家。如果中国承认双重国籍，这根本不是个问题。记得有个伊朗/加拿大双重国籍的记者在伊朗被打死了吗？加拿大吵吵雷声大，随后也不了了之，因为她虽然由加拿大国籍，但她也是伊朗公民，受伊朗政府，法律约束。
好多中国罪犯，贪官，都是靠这个法律缺口，领个外国公民身份，中国法律规定就此丧失对他的管辖权。
所以，玉山江案件，与其说是中加矛盾，不如说是中国违反自己的国籍法。

日本和加拿大的情况很不同，中国有句古话叫远交近攻，日本基本上是贯彻这个思维。另外共产党也不是不知道实质上小泉是亲中派，大家都是在表演，所以才有所谓的政冷经热。中加关系不可能出现政冷经热，与世界第三（四）大经济体政冷必将损害加拿大经济利益。

实话来讲，哈勃对中国政府的几件事确实令我很不爽，作为多年保守党政府的支持者，一度想抛弃他一下让他清醒清醒。但是，政府选举不是选最好的，而是选最不坏的。那么相比较几个党派的政纲和政绩，从自身利益和价值观的角度出发，虽然我所在的选区一向来是自由党的票仓，这次还是决定继续投保守党。哈勃在国际事务上是个新手，以其务实的方式来看，说点错话犯点错误还是可以原谅的，他自己会从中学到功课，他会对中国变得比其他总理更友善的。这是大事所趋。看看布什政府8年前和现在的不同就可见一斑。
