Disagree.原因 is very important. There are difficulties in transportation and communication that prevent Chinese government from accepting foreign helpers. I don't think there is any political reasons behind this.

Well, I believe the bottle neck is how to get into the earthquake centre area. More helpers will be needed later on. I meant, don't put everything to politics, something is technical defficulties.
